Plugin to pick a random user in the meeting

This plugin will allow the presenter to pick a random user in the meeting, showing the name of the user to all participants.

The use case for it is for example, when you want to choose a student to present his homework.

Ideally the present should be able to tell the system if only viewers should be selected, of if the draw should include the moderators as well.

Displaying the users that were not yet picked could be useful.

@GuiLeme presented a proof of concept for this plugin in latest BigBlueButton summit, this issue is to discuss his work and make it a core BigBlueButton plugin.
