Implement ACS CourtConnect platform scraper

Create a new platform scraper that can perform at least case number search and scraper for the ACS CourtConnect platform. Versions of the ACS CourtConnect platform are used by counties in the below geographies:
- Shelby, TN (#92)
- [Multiple Arkansas counties] (https://caseinfo.arcourts.gov/cconnect/PROD/public/ck_public_qry_main.cp_main_idx) - (related to #30 and #76)
- Delaware
- Cobb County, GA
