Require theft location for promoted alerts

Users need to put in their theft location when adding a promoted alert.
We're currently getting a number of users who buy alerts without having put in the location the bike was stolen from.
In the interest of not slowing people down from paying us, I'd prefer if we show/force them to enter it after they have paid us, rather than before.
