Cross-timezone compatibility issues

During development, everything was fixed at UTC to make things easier. This broke when this was used during BST, which the production server was configured to use. This was temporarily bodged in f3bfa44. A permanent fix is needed.
The change must be tested both with the times that are displayed on the main page, but also the time at which the holding page disappears for the main page.
