FIx up simultaneous

• Set on rotation
  When simultaneous keys are set, hovering over them with the mouse will rotate through them. But you have to type the keys in to change them. You should be able to click when the right keys are highlighted to get into editing of that key chord.

• Skip layer keys
  Shouldn't be able to use layer keys as simultaneous

• Don’t use simultaneous for mod keys
  If I want to set shift + command + l to something, right now it shoves all of them inside a simultaneous block in the config file. Edit the merge to config to grab out the mod keys into the mod section instead
