Unable to change display brightness when plugged into an external monitor

I've had this issue with a 13" MBPr and the 16" MBPr. When I connect my computer to an external monitor (USB-C => HDMI) I'm no longer able to manage the display brightness using the touch bar widget. When I unplug, it works as expected.
I have my external display set as the primary display.
