Changing settings in rtorrent.rc does nothing

More specifically the speed limiter. I set the
throttle.global_up.max_rate.set_kb = 1024
and restarting the docker. The docker just ignore the settings and gives unlimited speed. I set it in rutorrent and after 1-2 minutes it gets reset to default 0.

IGNORE IT, I reset the docker image installation and it fixed itself.
