"depends" Qt: Bump to use KDE-maintained bugfix patchset

Qt upstream has made Qt 5 only supported for commercial users for a few years now.
The KDE project, however, has been maintaining patches for bugs here: https://community.kde.org/Qt5PatchCollection
It would be good to bump the "depends" Qt to use the KDE version. Ideally for both 21.x (LTS) and the latest Knots.
