Clarify Eltoo description

We had a question in the Bitcoin Design Discord about what it means that Eltoo is a "proposed enforcement layer" (see here). Could the term "layer" be changed to "mechanism" or so? "Layer" is a very loaded term in this ecosystem.
Somewhat unrelated, the same terminology is also used on covenants.info.
