No actions available until router connects - actions should populate based on user selected config

Currently a Kumo module instance doesn't produce any actions, and therefore no buttons can be linked to it.

Since there is a config section to set the number of outputs and inputs (therefore which Kumo model) those should be created as actions, so pre-programming is possible, as with most other modules types.
