Hi, i am getting this error from the recovery tool

I have sent some payments to my bitpay wallet about a week ago and they are still showing as "unconfirmed"

When i use the recovery tool, it detects my balance but when i try to transfer it to a different wallet, i get the above error

"Could not broadcast transaction. Please, try later. Raw: [...] "

Please help
