Styling issue breaks checkbox functionality in Sectioned Form modals

Expected behavior
Clicking / hovering a checkbox impacts the checkbox your mouse is over,
Actual behavior
Due to weird styling issues, when you scroll within a section modal form then pieces of the checkbox are seen as the browser to be mislocated. This means that clicking on one checkbox may actually check a different checkbox
Steps to reproduce

Open plunker below. Ensure preview window is large enough for "desktop" mode of sectioned form. Issue does not occur on small view.

Scroll down within the sectioned form

Hover and click on checkboxes. Notice that the hover and click are actually applying to checkboxes further up the form.
