No config.ini on first install

There seem to be some reports of the installer failing to create an initial config.ini. Until we know more about the circumstances leading to this, we'd like to consider a safeguard in Ripple Framework such that the Framework creates its own, 'safe' config.ini in the absence of the one that the installer creates.
