In docs for bb10 contacts:

Permission Elements (PlayBook Only)
You must declare the permission element(s) below in your configuration document:
- rim:permitaccess_pimdomain_contacts/rim:permit
Permits your app to access contacts.
Should get rid of that note since it appears that you need it for bb10 as well.
