Ability to insert fixed toolbars at top and bottom of screen with scrollable content

This is mostly a request on BB5 & BB6. BB7 supports true fixed positioned divs with scrolling content where toolbars can be made in the traditional sense in HTML and CSS.
One work around is using "disappearing" scroll bars when scrolling
