Quality stages for Receipes and Ingredients

In the editing process it occurs that one just starts with an incomplete version of the receipe/ingredient. So maybe one could attach an enum:

• ratified (can be sent to the whole AEGEE-Network)
• complete (locally good to use)
• acceptable (stuff is missig, but can be used already)
• inacceptable (don't use yet!)
