Zoomed in page cannot be moved around on mobile device with jquery version > 1.8.3

reproduce steps;

Magzine example, upgrade jquery version from 1.7 to 1.9.0 or higher
open the magzine example by chrome with mobile mode.
double tap to zoom in
to move the page around, the page cannnot be moved.
