Add Infrastructure Section to Skills section

Description
Some skills that I'd like to add don't have a good section to associate with. Make the following changes
- Add Splunk to Infra
- Move K8s to Infra
- Move Concourse to Infra
- Add Grafana to Infra
- Move Docker to Infra
Since I'm moving 3 from devops to infra, it makes sense to just rename it.
