The explorer (and API) shows fees = 0 on some transactions

For example:

The transaction fee is 0.00002201 BTC (15.6 sat/vB) but the explorer shows zero.

I can not find the reason for that.

The transaction in the example has already been confirmed. But while it was unconfirmed, the fee was shown as zero.
