Blocks Can't Break Minecarts

Players on my server are unable to break minecarts using other blocks (cactus, lava, etc.). The minecart just glitches out on the track like it's being smacked over and over but it won't break.

I've tried using /cf and also claim flags, but nothing seems to affect it, make it worse, or make it better. Is there a claim flag I'm not aware of that fixes this issue, or something else I can do to fix it?

Any help/point in the right direction would be much appreciated!
