Sticky left nav, please!

As a handbook reader, I want to be able to see the sections of the page even as I scroll, both to help me skim/scan for info I need, and to provide persistent context for the content I'm reading.
Notes
The left-hand nav currently stays at the top of the page, which leads to an oddly left-ward content column as you scroll down — and makes it easy to lose sight of what other content might be available on the page. Within this layout/design, I think a sticky left nav (at least on desktop) would be appropriate.
Done When
- Handbook team has discussed and decided this makes sense to do
- Nav is "sticky" on desktop as users scroll
- Sticky nav has been tested on a range of browsers

We de-prioritized this when working on the Guides Template for time reasons. Would be great to shift this ticket over to that repo, so that we can build this for multiple Guides.
