Decomissioning WebAPI service

The webapi goes offline on June 1st - will need to remove these services by then.

We are contacting you as you have a license to access data via the ECMWF Public Datasets service. With the need to consolidate its data-provision infrastructure, ECMWF will decommission this service.
On 1 June 2023 the [Public Datasets Service](https://apps.ecmwf.int/datasets/), including access via the [Web API client](https://confluence.ecmwf.int/display/WEBAPI/Access+ECMWF+Public+Datasets), except for [S2S](https://apps.ecmwf.int/datasets/data/s2s-realtime-instantaneous-accum-ecmf/) and [TIGGE](https://apps.ecmwf.int/datasets/data/tigge/), will stop and the datasets listed below will no longer be available via this service.

Yes, the consolidation is nice. Was a long time coming. I guess it was all delayed by brexit and the move of infrastructure to Bologna.
