Decimal seperator (setting LC_NUMERIC=C)

Hi,

first of all big thanks for your effort on this project. It's great!
I would suggest adding the info from #26 (LC_NUMERIC=C requirement ) to the System Wide DSP Guide.
A lot of people probably stumble on this issue.

Actually adding LC_NUMERIC=C to my ~/.config/ladspa_dsp/config didn't work, but simply replacing dots with commas within effects_chain did. Like bellow. Maybe this will help someone.
