option to include service body emails in GetServiceBodies response no longer working on 3.x

BMLT 2.x had an option include_service_body_email_in_semantic that would output service body emails in the semantic response. this is no longer working for 3.x. see https://bmlt.slack.com/archives/C11N1P0J0/p1679315621834339

I created a WIP here #881 but have no idea when ill actually be able to work on it, if anyone else wants to pick it up feel free
