Items Shop and Upgrade Shop doesn't want to open

I created a map and everything is working except item shop and upgrade shop.

I am using paper 1.20.2 with Java17 and newest citizen plugin.

What am I suppose to do to fix this?

Have you tried every config "replace stores with npc" "replace store with citizens" and having both false. Just to find the exact issue

I don't understand where am I suppose to find that two

I have try turning on "replace store with citizens" and turning off "replace stores with npc" and turning off both but it still dosnt work
