Currently, BOFs are events, but it would be better if they were treated like talks, where users could submit BOF requests for open time slots directly.

Almost like talks. The organizers should be able to setup rooms and the time slots that each is available. Then any user should be able to claim a room/time combination. Unlike a talk there should be no need for an organizer to accept a BOF.
