How am I supposed to load/download this en package manually?

problem fixed:
manually download model form explosion\spacy(github)
extract the tar.gz and move it to the lib\site-packages\spacy\data\en
need to create en folder yourself and put whatever you extract from tar.gz to en folder
done.
