Add linting rules

• semi-colons should not be followed by a \d number. I have come across a John 3;16 issue.
• Smart single and double closing quotes should not be preceded by a space. (This is in preparation for pre-publication proof reading.)
• Smart single and double closing quotes should not be followed by a letter (Thai/Lao).
• There should be no Thai characters in the public Lao folders and no Lao characters in the public Thai folders.

@mattleff Not sure where to add these. They should apply to all .md files in Thai and Lao.
