Enabling HDR mode does nothing on build 20185

Windows 10 version 2004 Insider Build 20185 with hdr-switch release version 0.0.0.3
NVidia driver version: 452.67
When HDR Mode is toggled, the screen goes blank for a few seconds but it doesn't actually change the HDR mode in windows settings and games don't detect HDR capability.

Also seeing this issue, and it seems to be related to Windows 10 version 2004.
