IHDP data source: Hill (2011)
Other places to look: Lin et al. (2019) say they get their IHDP data from Shalit et al. (2017). Shi et al. (2019) also say that they follow Shalit et al. (2017), and they get their data from the NPCI R package (feel free to ask @bradyneal for help on using R code in/outside of Python, if choosing to go this route).
