Allow credit cards to be saved to the browser when 3p password manager is used

Description

Currently with Brave, I either have to choose between using my preferred password manager but losing access to stored credit cards in the browser OR use Brave's password manager with card storage, without the convenience of all my passwords stored in iCloud.

This issue may also affect auto-fill for addresses.

Steps to reproduce

  1. Use Apple (or other 3rd party password manager)
  2. Try to turn on auto-fill

Actual result

Credit card autofill cannot be toggled unless I disable iCloud PW, at which point I can once again save passwords.

Expected result

Brave password manager and credit card manager should work independent of each other, giving users the option to use their preferred combination of password manager and credit card. In my case, I want my credit cards stored by the browser, but my passwords in iCloud.
