update desktop rewards test cases

Update desktop manual pass rewards cases to reflect changes included in 1.52.x from the updated tip banner changes.
Example items to which need to be updated (may not be called out specifically in issue/PR but were changed) include but are not limited to:
- no more hover text on panel (for verified/unverified). Messaging re: different custodian is now only contained in the panel.

Also remove the in-line tip button cases for desktop as they are removed per https://github.com/brave/brave-browser/milestone/444
