[api-oa2-doc] Documentation shows wrong base-url for OAuth2

The documentation claims https://login.coinbase.com instead of https://api.coinbase.com

Try again, looks like they replaced oauth with oauth2 which will change things.

changing to the oauth2 endpoint fixed it as I was mistyping the URL as oauth.
