Fully disable on Mobile

With the Enable Mobile toggle disabled, I am still getting smart-connections related notification on Obsidian startup.

The bigger "annoyance" is that the plugin always reinserts the 2 ribbon menu items "Open: View Smart Connections" and "Open: Smart Chat Conversations".

I call this an annoyance because there is no way to remove them without them being re-added (unless I use custom CSS to target them, but I don't think everyone has the skill to do that).
If each plugin does this, you can imagine the mess in the menus :)
