Brilliant AR Studio on one of my laptop does not pair with Monocle

I have 3 laptops which I use with Monocle.
For 2 of them, I can get Monocle to pair with it easily.
For one of them, Monocle simply cannot pair with Brilliant AR studio running in VS code IDE.

Have tried to narrow down the possibilities but to no avail.
If there is any hint, the 2 that pairs, I am running them in administrator account for Windows. The one which does not pair, I am running VS code and Brilliant AR studio not as administrator account. Hopefully the issue can be resolved.

It may be bluetooth access is not working for non admin accounts . You may try to look this link and add your user account to permissions

Step 1: Troubleshooting Bluetooth support service “Access denied” error

a. Click on Start; in the start search type services.msc and hit Enter.

b. Double click Bluetooth Support Services.

c. Click on the "Log On" tab

d. Select the "This Account" radio button

e. Click on "Browse" then click on "Advanced"

f. Click on "Find Now"

g. Double Click on any user in the list that has Administrator privileges. If you are unsure, just choose the Administrator account.

h. Now click "Ok" until you get back to the "Log On" tab

i. Verify the correct user is in the log on box and if there is a password needed to log that user onto windows then enter it in the 2 fields below.

j. Click "Apply" and you should be good to go.

Step 2: Perform a system file checker

You can also try performing system file checker. The System File Checker tool (SFC.exe) scans for missing or corrupted system files and repairs them
