Add support for reports that accept data from multiple runs

This most likely requires changing the way we associate reports with runs and how we set the rules for reports to be generated. The reports should still accept just one XSV with all the data for the runs. We just need a way of saying within the DB, "On X condition, pull these runs, put their data in an XSV, and generate a report."
