more test code consolidation would be helpful

This week I added a REUSE_SPACE capability to the HL tests, but not yet to the LL tests . This is because they use slightly different code to start up & tear down. It seems better to consolidate the setup/teardown code into a common module and used in both HL & LL tests; this would include space creation & deletion, use of REUSE_SPACE, etc.
