Entities don't go ON_FIRE if there is an error with the REST API

If the API returns an error between the VMS have been provisioned and the cluster deployment, the entities don't go ON_FIRE.

This is regression, probably introduced when the AmbariCluster#deployCluster() being called now by an effector.
