Implement Quantum Volume Circuit

Quantum Volume is a single-number metric proposed by IBM that can be measured using a concrete protocol on near-term quantum devices and can be used to quantify the computational power of a quantum computer. Including it in our Julia library would be beneficial, similar to what exists in the Qiskit library.
