Allow expand and collapse for 'How to respond' text

The 'How to respond' tab should be expandable and collapsible with a downward/upward-facing arrow. The collapsible headers 'How to respond' and 'Report' should be invisible when the dropdown is set to 'Select one'. The two headers should only be displayed when the user picks one of the crises in the dropdowns.
Additionally, there is a warning about a deprecation. Please fix this
