Always show Feature suggestions with new suggestions

Feature Suggestions should always show and always have at least one suggestion. It should know what suggestions have been imported and try and filter out any with a similar title, but always suggest something new. When product first created it should always have five, and a way for the user to select one and it to the list of features.
