Make the runtime jQuery dependency go away.

Sorry about the twitter thread -- I'm sure it really doesn't matter since its an injected dependency for the test harness. It'll only be an issue if its existence, or how magic_test uses it, classes with the existing javascript (e.g. turbolinks doing page changes etc).
