[Flowdock] Match users by name instead of tags

The way the Flowdock integration works is reading mentions in tags from the API, but this messes up the order (tags array is not in the same order the mentions appear in the actual message) and it makes it impossible to ask for stats on players in a private flow without actually mentioning (and notifying) the users.
