Task: make wit-bindgen CLI registry-aware

The intent behind this task is to make wit-bindgen (or a similar) CLI registry-aware so bindings can be generated directly from a registry package (world/interface/component).
I envision this being needed for certain language tooling (e.g. C) where integration with tools will be more manual.
