Create content pack that uses iso from local repo

Since DRP default boot environments uses iso link from linux distribution, whenever a new distribution is release, its iso file link is changed therefore cause a broken link for the boot environment. We need to create a content pack that refers to stable iso link that ideally can be downloaded quickly to reduce installation time.
