I can't use the widget.

Ah, you're the same person that left a comment on WordPress Popular Posts' support forum (link).

As I said on the forum, the shortcode doesn't provide support for the Theme functionality. Only the WordPress Popular Posts widget and the WordPress Popular Posts block can use themes.
