What happened:
The Cyclone components can only run a single instance, request for ha for Cyclone.

• cyclone-server: should be stateless, but it is not currently as the lock of scm hooks is not distributed；
• cyclone-workflow-controller: needs simple leader election mechanism. #1443

What you expected to happen:
Cyclone can run with multiple instances.
