Build release candidate CI action failing

As a Cal-ITP developer, I want the build release candidate CI GitHub Action to succeed so that I am confident that my code is being integrated correctly.
As of today (12/1/23), the service-release-candidate GitHub Action is failing for reasons that seem unrelated to the PR on which the failures are occurring. It seems like perhaps an authentication method used by the action is no longer valid.
