Data services: Amplitude v1 cleanup

As a Benefits data user, I want unused secrets and data to be cleaned up so that they are not accessed by accident.

Specifically, as follow ups to PR #3185, data services should assist with:

  • Deleting CALITP_AMPLITUDE_BENEFITS_API_KEY and CALITP_AMPLITUDE_BENEFITS_SECRET_KEY from Secret Manager -- we should confirm what the expected deprecation process would be (disabling vs. fully deleting)
  • Deprecate the cal-itp-data-infra-staging.views.amplitude_benefits_events and cal-itp-data-infra.views.amplitude_benefits_events tables
  • Work with Compiler to deprecate unused data buckets specifically ingest_amplitude_raw_prod and ingest_amplitude_raw_dev (context)
