Backfill `settlement_status` for CCJPA aggregations in November

After manually backfilling aggregations for the month of October whose settlement_status should have been REJECTED in #3186, we discovered similar cases that occurred in November.
As a Payments data analyst, I want the relevant settlement_status fields backfilled for CCJPA for the month of November as well, so that I can fully replicate the historical reporting received from Littlepay.
